The Second Trend Report Open Data

This Trend Report, like last year, gives new momentum to open data in the Netherlands!

Supreme Audit Authority monitors and stimulates Dutch Open Data

In March 2015 the second edition of the Trend Report Open Data was published by the Supreme Audit Authority (Algemene Rekenkamer). The report takes a critical look at the status and progress of open data within the Dutch national government. While the Audit Authority signals that progress has been made, it calls for more focussed and better coordinated steps, including making pro-active publication mandatory. Like with the 2014 edition, we were involved in the creation of the Trend Report. The report was presented to the Parliament and to be discussed in the Cabinet meeting of late April 2015.

International examples collected in relevant policy domains

The Netherlands can take cues from other countries concerning open data. Both to provide more context and add actual experience to the local discussion about possible objections and obstacles, as well as to illustrate the extend of socio-economic impact that is possible. That is why we collected interesting examples of publishing and using open data around relevant themes such as healthcare, food and safety inspections, financial transparency and government procurement, company registers and cadastral data. Our earlier study into the actual cost of publishing open data for data holders was also re-used in this Trend Report.

Improving the quality of discussion and planning

The Audit Authority again creates new momentum for open data in the Netherlands, with this report. Already last year’s edition caused steps by the Ministry of Finance and the Ministry for Interior Affairs. The presentation of the Trend Report to the Parliament increases the maturity of the public debate on open data.
